BulkAPI: "The specified message state is invalid for the specified method" (Doc ID 1999313.1)

Symptoms

IMPORTANT!  Taleo Bulk API is deprecated and is not supposed to be used for new integrations.   Customers may continue to use it in their existing/legacy integrations.  If this error is coming up as part of a new project / development effort, please discontinue and use TCC for your asynchronous integration requirements.   Please note that the Oracle PaaS Taleo connector uses Taleo's asynchronous integration framework, which is basically BulkAPI - the "PaaS BulkAPI" is not deprecated.

 

A BulkAPI call with "GetDocumentByKey" intended to retrieve a Response for a recently submittetd "Request" fails with following error:
