Oracle Fusion OTBI: When running OTBI Agent, it fails with "The server responded with: Invalid account" (Doc ID 2000479.1)

Symptoms

On : 11.1.9.2.0 version, Technology Management - Reports/Analytics

When running an OTBI Agent, the following error occurs.

[nQSError: 77006] Oracle BI Presentation Server Error: A fatal error occurred while processing the request. The server responded with: Invalid account.

STEPS

The issue can be reproduced at will with the following steps:
1. Create an Agent to schedule a report
2. In the Recipient Tab, add a user that has not logged into BI before.
3. Run the Agent
