Why does the Outlook Installer download fail with error "A deployment package is not available because either access is restricted or the deployment package is not active"

Symptoms

When attempting to download the Sales Cloud for Outlook Installer via Set Preferences>CRM for Microsoft Outlook Installer the following error is displayed.

In this scenario the error message is displayed in the Desktop U.

Messages for this page are listed below.
The message is <MESSAGE><NUMBER>ZOE-435017</NUMBER><TEXT>A deployment package is not available because either access is restricted or the deployment package is not active.

The file was not downloaded or was not downloaded correctly.
The message is
Cause An active deployment package is not available for user USERNAME.
Action Contact your application administrator.

 
STEPS

The issue can be reproduced at will with the following steps:

Attempt to Download the Sales Cloud for Outlook Installer

  1. Navigate to Set Preferences>CRM for Microsoft Outlook Installer
  2. Click Start Download
  3. Error appears
