"java.lang.NullPointerException" or "Object 'function_id = XXXX' of type 'FunctionDeployed' could not be found." Error when Failed to Load Configuration Page (Doc ID 2001810.1)

Symptoms

Users are unable to configure quotes. On trying to open the configurator though a quote or from the home page, the user gets a null pointer exception or object not found error.

Could not get class instance for com.bm.xchange.bmscript.configuration.action.ConfigRuleAction_XXXX. Object 'function_id = XXXX' of type 'FunctionDeployed' could not be found.

In some cases, rules cannot be opened either. Instead users get the error: The call failed on the server; see server log for details.

Another distinctive symptom of the problem is a broken Configuration flow. Upon opening the layout of the flow it never finishes to load, and it gets stuck in a loop.
