Planning Cloud: 'Failed to Sync With User Provisioning' Error When Launching Planning Application (Doc ID 2003312.1)

Symptoms

After deleting a Planning Cloud user and creating a new user with the same name, the user is unable to launch the Planning application from the landing page. When attempting to do this the following error occurs:

Please close the current tab and open application again later.
Failed to sync with user provisioning
