Fusion: Cannot Find Pending Worker in "New Workers to Process" for Conversion to Employee (Doc ID 2003544.1)

Symptoms

Employee was added as a Pending worker instead of as a new hire and Customer is unable to change it:
- Worker is not showing in the New Workers to Process list in order to be able to Convert.
- In Person Management, the Worker can be found
