A Competency Entered By The Administrator Not Visible To The Employee (Doc ID 2003650.1)

Goal

A competency entered by the HCM admin is not visible in FUSE in ESS to the employee. Whilst a almost similar competency entered by the Employee in ESS is visible to both himself and the HR Admin

Competencies should appear consistently


Business Impact

This will create confusion and inconsistency in the profile.


Sequence of Events
-------------------
1. Log in as A
2. Go to Person Gallery > Skills and Qualifications tab
3. Here - there are only 3 Competencies listed
4. Login as B
5. View A Competencies
6. There is an extra Competencies entered by B. This extra competency does not appear when A view it in his own user account.
