Taleo Integration Processes stopped with 'Unable to Invoke URI' error and with a message 'connection timed out'

STEPS

The issue can be reproduced at will with the following steps:
1. Log in Fusion Human Resources
2. Navigate to Scheduled processes
3. Run Taleo Import/Export Process and notice system gives above error
