Symptoms

On : 11.1.9.2.0 version, Global Human Resources

Error message Target Unreachable, 'initParam' returned null displayed on any transaction in HCM

When users (Managers or HR Specialists) try to make any changes to employee data (e.g. Manage Work Relationship or Manage Employment), the following error message is displayed:
No changes can be made to any employee data

ERROR

Target Unreachable, 'initParam' returned null
ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #77
(where #77 is a different number each time)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Search person in Person Management or try through My Portrait
2. Go to Manage Salary/Promote/Terminate/Transfer
3. Click review button

Due to this issue, no change can be made on employee data.
