Symptoms
When attempting to login to the Unifier Production environment, the following error occurs.

Your account is locked. You can unlock your account by going to Forgot Password
When attempting to lock/unlock the user in OIM, the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
- Attempt to login to the Unifier production environment
- Attempt to clear lock on user in OIM
BUSINESS IMPACT

Due to this issue, this user cannot login to use the application.
