Incorrect Password Policy Configuration Causes User Account Creation Failure in OIM (Doc ID 2009751.1)

Symptoms


After running conversion load into Fusion HCM Application a number of user accounts did not get created in OIM during the user provisioning process. The user account creation request fails with the following error:


Steps To Reproduce the Issue

1. Load conversion users via HCM File Based Loader program
2. Execute the Send Pending LDAP Requests ESS job
3. User account creation fails for some users with the above mentioned error
