Duplicated City Names Are Causing Unexpected Behaviour In The Address Selection

On : version, Manage Accounts

In SUI, when selecting an Address for a Contact, customer will select a state, and then customer will select city. In some cases, entering in a city will change the state.

Customer expects that explicitly chosen states should not be overwritten by city choice.

The issue can be reproduced at will with the following steps:
1. In SUI > Contact > Create Contact
2. Set "Country" to "Brazil"
3. Set "State" to "Alagoas"
4. Set "City" to "Água Branca"

The issue has the following business impact:
Due to this issue, users cannot easily choose a state without the city changing the state to some undesired default.
