Symptoms

On : 11.1.9.2.0 version, Duplicate Identification

ACTUAL BEHAVIOR
---------------
Customer cannot submit a Duplication Identification request since "Matching Configuration' is required, despite having no list values.

EXPECTED BEHAVIOR
-----------------------
Customer should be able to submit a Duplication Identification request. "Matching Configuration' should either not be required or contain list values.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Customer Data Management Dashboard > "New" Duplicate Identification
2. "Matching Configurations" has no values

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot submit a Duplication Identification request.
