How to enable Merge Account Feature in R9? (Doc ID 2010270.1)

Goal

How do we enable the Merge Account Action on the Account List view?

On pages 39-40 of the R9 What's New document, it says: 

"STEPS TO ENABLE
There are no steps necessary to enable these enhancements."

However, it does not currently display. How do we get the Merge Account feature enabled in R9?
