Saved Search Does Not Return Requisitions

When a saved search that is expected to return requisitions submitted by other users is used as a default saved search on the Manage Requisitions page, the search results will only return requisitions submitted by the current user.
This happens even if the user has the privilege to view all requisitions. The Entered By search criterion is implicitly set to the current user in this case.
1. Navigate to Manage Requisitions
2. Enter PO#
3. Not able to see the requisition in Search Results
