Unable to Edit OLF When in Maintenance Mode

Information in this document applies to any platform.
Issue is caused when client is only using one modules (such as performance only)
When using Performance module only it is not possible for clients to place Recruiting into maintenance which is required to be able to make the changes to the OLF
Explanation why user is unable to edit SmartOrg Elements (OLF) even when in Maintenance mode
- Error received "To make any changes, the system must be in maintenance mode"
