Symptoms

On : 11.1.9.2.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
Territory Assignment

When an account is created without Address line 1 the territory is not assigned.

EXPECTED BEHAVIOR
-----------------------
The territory should be getting assigned to the account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In SUI create a new account
2. Let Address line 1 empty
3. Save the account

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the account is not assigned.
