Symptoms

ACTUAL BEHAVIOR

New User Not Shown in Territory

Created new user, when adding this new user to territory, this user is not visible.
Is there a setting that needs to be enabled for the new user to be visible in the territory.

EXPECTED BEHAVIOR

The user should be visible in the territory

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Territory
2. Try to add the user, this is not found.

The issue has the following business impact:
Due to this issue, users cannot add user to the territory
