Goal

This document addresses whether it is possible to configure an Oracle Taleo LearnCenter dynamic group to display the users for whom a particular user account field is unpopulated (blank or empty), so that field can be populated.

FOR EXAMPLE:  Using dynamic criteria to display all users for whom the Department field is unpopulated.
