No Response Message At Inboundloaderprocess_client_ep Endpoint

Symptoms

On : 11.1.9.2.0 version, File Based Loader

ACTUAL BEHAVIOR
---------------
No response message at inboundloaderprocess_client_ep endpoint

Post upgrade to Release 9, getting no response message at InboundLoaderProcess_pt.

Trying to load ElementEntry through SFTP -> UCM receiving "No Response message"

The Element Entry zip file still exists on the SFTP location.

EXPECTED BEHAVIOR
-----------------------
The returned message shouldn't be empty.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Trying to load and import ElementEntry from SFTP to UCM -> FBL.
