When creating a bank in fusion - the “Country” field should be available in UI but it is missing (Doc ID 2014588.1)

When attempting to add Japanese Bank details for employee hired into Belgium LE/LDG
the following error occurs.

Bank account creation failed. Enter a value of 12 characters for the Account Number

The issue can be reproduced at will with the following steps:
1. Hire Employee into Belgium LE/LDG
2. Try and enter PPM details for Japanese Bank
3. Error occurs due to validation for Belgium used
