Selected Goal Rating Does Not Save (Doc ID 2015441.1)

Symptoms

When a Review Manager selects a low Goal rating (e.g. "Unsatisfactory" or a similar equivalent) while processing a Performance Review, the selected rating will revert to "No Selection Made" after the change is saved.
Consequently, it is not possible for the Review Manager to complete the Performance Review.
