FUSION APPS, OTBI, Unable To Access Seeded Shared CUSTOM Folder From the BI Catalog

On : 220.127.116.11.0 version, Technology Management - Reports/Analytics
Unable to access the following seeded shared folder: BI Catalog/ SHARE FOLDERS/ CUSTOM
for any user even for the users with BI Administrator duty role
This behaviour appeared the next day after the Release 9 upgrade.
The "CUSTOM" folder is not present/visible in the production POD for any user, including a user with BI Administrator role.
I have check in the Administration / Security /Manage Privileges / Catalog / See Hidden Items it was set to "BI Author Role" - the default value.
The user had BI Administrator duty role, checked in APM and via the Administration link being present in OTBI and BIP.
The "BI Catalog/ SHARE FOLDERS/ CUSTOM " folder was missing / not visible nor under BI Publisher
