Fusion Global Payroll: Error Loading Cost Allocations Using Payroll Batch Loader "ORA-01403: no data found" (Doc ID 2016693.1)

When attempting to load Cost Allocation Data Using Payroll Batch Loader (PBL) the following error occurs:
ORA-01403: no data found

The issue can be reproduced at will with the following steps:
1. Navigator>Payroll>Administration
2. Select the Batch Loader task
3. Click the Download button
4. Select Open with Microsoft Office Excel and click OK
5. When asked “Do you want to connect?” Click Yes
6. When prompted, log in using your Fusion sign on
7. On the Batch Header sheet, in the Search Results region (line 15) enter a Batch Name of your choosing and select the applicable Legislative Data group
8. Click the Save button
9. Double-click the Batch Name value
10. Navigate to the Batch Content Sheet
11. In the Batch Contents Action region, click the Add button
12. On the Search and Select pop-up, enter Cost in the Task Name field and click the Search button
13. Highlight the Create Cost Allocation task action name and click the OK button
14. On the spreadsheet, double-click the Task Action Name value to invoke the fields that correspond to this task.
15. Once the data is added to the Batch Content Sheet, click the Save button. The Status should reflect “Row inserted successfully”
16. In Fusion, Navigator>Payroll>Administration
17. Select the Submit a Process or Report task
18. Select the applicable Legislative Data Group
19. Highlight the Transfer Batch Flow Pattern and click the Next button
20. Enter a Payroll Flow name of your choosing and select the Batch created via the batch loader task.
21. Click the Next button through to the Review UI
22. Click the Submit button
23. Select OK and View Checklist
24. Refresh the UI until the process shows as completed (green check marks in each task)
25. Navigate back to the spreadsheet
26. On the Batch Content Sheet, click the Refresh button and verify the batch status
27. Error displayed
