File Import Is Stuck With 'Interface Table Upload In Progress'

Import not progressing past 'Interface table upload in progress'
Table MKT_CM_SYSTSK_LOGS shows for the import_job_identifier:
The process finishes loading data into import interface tables.
Completed importing all the records to Interface table and Error count at Interface table level: 0
Number of records loaded to interface table after 0 days, 0 hours, 0 minutes, 9 seconds. is 796
Status stuck in RUNNING.
Queries systask_id from this table and checked in mkt_imp_batch_summary, but batch_id is not populated.
mkt_imp_errors and hz_imp_errors are not populated for the batch_id.
Import to complete and upload the required data to the backend tables.
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance.
2. Launch Manage File Import Activities task.
