Oracle Fusion Performance Management : Unable to Edit Performance Template Due to an Open Performance Document Associated With Terminated Worker

A Worker with an Open Performance document was terminated. Performance Template is still showing as `In Use' because the terminated employee still has an open performance document associated with their account.
Due to this issue, most of the functionality within the performance template,process flow, and questionnaire tasks is greyed out as read-only, making this a very manual effort to re-create every item.
