Fusion Global HR: Unable to Make Correction in Manage Employment or Manage Salary - The <from> value is invalid. The result of from-spec is null. (Doc ID 2018099.1)

On : 11.1.9.2.0 version, File Based Loader

Unable to make correction in Manage Employment or Manage Salary

We are unable to make any corrections in Manage Employment or Manage Salary UI screens and notice that the below error notification is received. This happens to only certain data loaded via FBL but works fine for any new persons created via UI.

On analysis we find that this issue happens to persons, who does not have a data record pertaining to any Country in the Manage Person UI > Legislative Information

We tried populating the data with the country as "United States" but still the issues exists.
The error does not exist for persons, which already have the "Legislative Information" already populated.

We did a comparison of the data loaded via FBL in the WR and Person VO objects and do not find any significant difference between persons for whom the "Legislative Information" within Mange Person UI is populated and not pouplated.

The issue can be reproduced at will with the following steps:
1. Update Manage Employment or Manage Salary UI.
2. When submitting, the error message is thrown.
