Blank iFrame or Insufficient Privileges Error when Entering Oracle CPQ Through Salesforce as Another User (Doc ID 2018333.1)

If an admin logs in as a partner or internal user, and attempts to open the Oracle CPQ Connected App, access is blocked. If CPQ is established to open within an iframe (Admin Platform > General Site Settings), the iframe will display blank when entering the app.  Alternately, if CPQ is established to take up an entire window, the page will redirect back to Salesforce, and display an 'Insufficient Privileges' error:

Insufficient Privileges
You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary.
