Getting Login Error In Federation SSO Enabled Environment After Patching

When attempting to login to federation sso enabled Fusion Application, the following error occurs:
System error. Please re-try your action. If you continue to get this error, please contact the Administrator.

Steps to reproduce:

1. Access Fusion URL
2. Enter credentials and submit
you will get an error


 Applied P4FA patches: P4FA_ONEOFFS REL9.2 (P4FA:PATCHES4FA_11. + Extended P4FA:PATCHES4FA_11.
