Approval User Cannot Get Access To Approval From Email Link

When a user receives an approval notification email, they select the approval link and encounter the following error when arriving at the site:
You have reached this page due to one of the following reasons:
Your session has timed out.
You do not have permission to view the page you were trying to access.
You have entered unsupported characters on the url like '<' or '>'.
Click Home to return to the home page.
Alternatively, the following error may display:
Version ### not found in Cache
