On : 11.1.9.2.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
Two person types Staff and Labor have been setup

The approval rule defined are

When a HR specialist initiates the transaction

Manage Employment ( Staff )   User / Approval GROUP ( Asst Hr Director )

Manage Employment ( Labor )  HR Custom 1 ( data role )AK_HRS_COMP_LABOR_DATA_HCM

The manage employment rule for staff is working fine . However , manage employment rule for labor is also getting routed through the staff approval rule.

EXPECTED BEHAVIOR

Expect the manage employment rule for person type Labor to be routed to the HR Custom 1 participant.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Person Management > Search for Person
2. Click on person > Manage Employment
3. Edit > Update
4. Enter Effective Date > Enter Location Change
5. Manage employment rule for labor is also getting routed through the staff approval rule.

BUSINESS IMPACT

Due to this issue, users cannot route approvals as expected
