Email Workflow Is Not Triggering For Sales Lead Object (Doc ID 2020350.1)

ACTUAL BEHAVIOR
---------------
We have created a new object workflow for Sales Lead to send emails. This workflow triggers when a lead status is Unqualified and Owner is not the Creator of the lead. This is created inside sandbox. This workflow is not working i.e. no email is sent when the condition is met.

EXPECTED BEHAVIOR
-----------------------
Receive a notification when lead is created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. in App Composer create an Object workflow based on Sales Lead object
2. Set Event Point and Condition to when a lead status is Unqualified and Owner is not the Creator of the lead.
3. Set specific email addresses
4. Create a Lead
