Unable To Add Attachment (Doc ID 2020486.1)

In the Simplified UI, when trying to add an attachment on a Custom Object record, clicking on the field for attachments and the "+" icon to add, the Attachments pop-up window is displayed and also a pop-up message in the background:

"You do not have permission to add a new attachment."

The Browse button is just missing from the window, shows: No data available.

This occurs for all users, including administrators.

Just as we are able to add attachments on the standard objects, we should also be allowed to add them on custom objects.

The issue can be reproduced at will with the following steps:
1. In the Simplified UI, go to the Custom Object page. Custom Object created in Application Composer under the Sales application.
2. Edit a record > in the Attachments section click to add a new attachment
3. Click the "+"button for Add Attachment > the message is displayed.

The issue has the following business impact:
Due to this issue, users cannot add attachments to custom objects.
