Unable to import the configuration package for work pattern and work schedule

While exporting the configuration package from one POD , we are getting an access related error .

Steps to replicate
1. Login to POD
2. Go to setup and maintenace->Manage Work Workday Patterns->Manage configuration Package->XX_Absence_Work_Pattern->export setup data->Download Configuration Package.
 when we click the download button, only 3 (including Configuration Package) out of 4 files are enabled for downloading (Setup Data Report is not enabled) 
3. Login to the second POD.
4. Go to setup and maintenance->Manage Work Workday Patterns->Manage Configuration Package->XX_Absence_Work_Pattern->Upload
Upload is getting successful.
5. Import Setup Data->Import process completed with error.
