Symptoms

Whenever tried to assign a duplicate resolution request, it has no one in the "Assigned To" drop down.
The list of value should contain all Customer Data Stewards.

STEPS
1. Navigator > Duplicate Resolution
2. Choose a Request
3. "Assign To" drop down is empty.
