Oracle Fusion application currently does not have a report showing who logins into application and their role assignments.

There is currently an Enhancement Request # 15838200 to provide a tracking mechanism showing user activity and login audits.

This document will show how to create a report showing users and their role assignments and last login date.

For SAAS customer, there is a limitation that the last login date will only show for users who have login within the last 7 days.  See Doc Id 1621145.1

Run the following query to verify if the FND_SESSION purge is enabled:
sql> select owner, job_name, job_class, enabled, next_run_date, repeat_interval
       from dba_scheduler_jobs
      where job_name = 'FND_SESSION_PURGE'

Sample output:
OWNER  JOB_NAME                   JOB_CLASS                ENABLED  NEXT_RUN_DATE                       REPEAT_INTERVAL
FUSION  FND_SESSION_PURGE   DEFAULT_JOB_CLASS   TRUE      2015-06-19 04:04:43.7 0:00     FREQ=DAILY

sql> select status, log_date from dba_scheduler_job_log
      where job_name = 'FND_SESSION_PURGE'
