Recently Opened Transaction Does Not Appear at the Top of the List in the Transaction Manager (Doc ID 2023534.1)

Symptoms

When a user exits a transaction, that transaction does not appear at the top of the list in Transaction Manager, unless they manually click the Save button.

Changes

 The 'Open Quote' process action was recently modified.  Specifically, the Modify option was changed from: "Modify and Save" to "Modify Without Saving".
