User Cannot See Emergency Contact Phone Numbers Or Terminated Employees

There is one user who cannot see Emergency Contact Phone Numbers or Terminated Employees. This user can see all other emergency contact details, just not the phone numbers. When logging in as other users, the phone number for emergency contacts is there. Terminated records are also not visible under this user log in, but are for others.
