Fusion Global Payroll: Element Entry Creation Errors PAY-1635544 And PAY-1635364 Errors (Doc ID 2023582.1)

Symptoms

When attempting to add element entries for some employees (seems to be rehired employees only) the following error occurs:

The combination of employee record identifiers is invalid. (PAY-1635544)
The Payroll relationship identifier must be set as well as a combination of either a payroll relationship only, payroll term and assigned payroll, or a payroll term, assigned payroll and payroll assignment identifier.

An Invalid combination of employment level values was specified for an assignment level entry usage record. (PAY-1635364)
Values for a payroll relationship , an employment terms and a payroll assignment are required for the usage record of an assignment level element entry, and the assigned payroll value must not be specified. The assignment must be a child of the employment terms, which must likewise be a child of the payroll relationship

The issue can be reproduced at will with the following steps:
1. Rehire employee on 12 November 2014 ( for example employee 497 )
2. Open Manage Element Entries UI
3. Attempt to add any element for date such as 01-dec-2014 (example element "Other Perks")
4. Receive error above
