ACTUAL BEHAVIOR
---------------
Rates for Savings Plans are not calculated properly even with Estimate only

This Issue occurs for all the people enrolled in this plan

EXPECTED BEHAVIOR
-----------------------
Expect the communicated amount to remain the same when there is no change in coverage amount

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Create a program with Communicated Rate Frequency as "Per pay period" and defined rate frequency as Monthly
Create a Plan "Health Care Spending Account" and add to the Program
Create Coverage as Participant Enters Value at Enrollment
Process initial Life Event on an employee as of 1/1/2015
Enroll Employee with coverage of 1000
Navigate to Enrollment Results and the rate is calculated based on the coverage amount over 12 pay periods.
Close the Life Event
Process another life event as of 02/28/2015
Navigate to enrollment results as of 02/28/2015
Although the coverage is not changed see that the Communicated rate is re-calculated as 1000/10 instead of keeping the same rate.
