Invoice Description Not Defaulting From Header

On : 220.127.116.11.0 version, Manage Invoices
The description field on creating invoices has changed after upgrading to Release 9. The field used to be required and carried from the header section to the detail line section. It is no longer required and does not fill in the detail line section.
The issue can be reproduced at will with the following steps:
1. Create invoice.
2. Enter header details and enter Header description
3. Select Invoice Lines. Enter line details.
4. Save the invoice.
The issue has the following business impact:
Due to this issue, users cannot see description in distribution line.
