Unable To Convert Leads Into Opportunity

When attempting to convert lead to opportunity, the following error occurs.
You do not have sufficient permissions to create an opportunity in business unit. Contact your administrator(MOO-450285)
1. Log into Fusion Applications
2. Navigate to Leads
3. Edit Lead
4. Convert Lead to Opportunity
Due to this issue, users cannot convert Lead to Opportunity
