File Import for Account Contact Object is Failing

On : version, Accounts, Contacts, Households

File imports for Account and contacts that were previously working are now failing with errors.
Imports are performed using OS/OSR as the key and subsequent field values to be updated.
Import is to update a custom field for existing Organization or contact record.

You must enter a party Name.(HZ-120051).
At least one of the required name fields in the hz_imp_parties_t table is missing the value.
Enter organization_name for an organization.
Enter person_first_name or person_last_name or both for a person.

The issue can be reproduced at will with the following steps:
1. Manage Import Activities
2. Launch File import task
3. Submit a file import for an account or contact. This is for updating a custom field.
