When attempting to rank and score leads,
the following error occurs.

JBO-MOW - NO RuleSets for IP An Active Ruleset assignment can not be found

The issue can be reproduced at will with the following steps:
1. Open LEad
2. Rank LEad
3. Score Lead

The issue has the following business impact:
Due to this issue, users cannot rank and score leads.
