How Do We Prevent Live Help Users That Have Left From Having Emails Assigned To Them?

We were told that when user leaves the job. we need to disable their oracle account so that the emails they have can be re-assigned / released back into the mail queue, how ever since we have disabled their user accounts they still keep getting new emails assigned to their account. What is the best way to disable unused users without deleting them?
