Tools Menu Option Not Available To User In Navigator

ON Fusion Applications 22.214.171.124.0 in Stage/Test SaaS Environment:
'Tools' section is missing from the navigator menu even though it has not been hidden via 'Manage Menu Customizations'.
'Tools' menu should be visible for everyone.
1. Login to Fusion Applications.
2. Click on Navigator menu
3. Notice that the tools menu is missing
Users are unable to access 'Download desktop integrator installer' link which is present under this menu.
