When attempting to create users in fusion application, the following error occurs.
System Failure with identity management when running OIM SPML Add Request call- Please contact our System Administrator quoting spml instanceId: nnnnnn
Steps to reproduce :
1. Hire person in fusion application
2. Verify the person detail in Manage User page
