Fusion Benefits Management: Benefits Not Recognizing Benefits Balance (Doc ID 2032373.1)

Qn1:Customer has benefits which are based on benefit balance as annual salary. The business does not want to base some of their benefit rates on actual annual salary. They have come up with an amount and that amount is entered in benefit balance. A variable rate is based on an eligibility profile which is based on balance.

When Customer tried to process life event for an employee, it does not recognize the benefit balance entered in the system and gives an error.
How to configure benefits based on monetary amount rather than annual salary?

Qn2: It seems all the balances have to be started from employee's latest assignment effective start date. It used to work before and we loaded the enrollments with the effective date of 1/1/2015. If I change the balance effective start date, I am able to process the life event. I really can't start the benefit balance which is starting on 1/1/2015 for the balance which is starting in 2013

Qn3: It seems that the system checks the availability of the benefit balance as of the benefits effective date after the waiting period.
So For EX:
Employee Hire Date : 01/01/2015
Waiting period - 1 month
Benefits Eligible - 02/01/2015
Benefit Balance Effective Date - 06/30/2015
Life Event Occurred Date – 06/30/2015

In this scenario, the Life event does not open up and the following error Is displayed,

The person benefit balance MOU_BEN_COMP_CALC_BAL returned a blank value for the date 2015-06-30. (BEN-990348)
Review the benefit balance and person benefit balance setup. If the configuration appears to be correct, contact your benefits administrator for a review of the data.

The reason for this is that the system checks for the effective date of the benefit balance as of 02/01/2015 ( on Completion of waiting period)

If the Waiting period is removed and
the life event is processed on 06/30/2015,
The life event is processed successfully.

Observation :
If the waiting period is set up only for the New Hire Life Event and not at the general tab, the system opens up the other life events (Except New Hire) for election.
However for New hires, if their benefit balances are available as of their hire date or on or before their benefit eligible date (in this case 02/01/2015), the life event opens up for elections.
