Internal Server Error on Single Sign-On and [last block incomplete in decryption] in Error Logs (Doc ID 2032410.1)

Symptoms

 When attempting Single Sign-On, the user is directed to an HTTP 500 Internal Server Error. This will correspond to the following error in the error log:

com.bm.xchange.util.EncryptionUtil.decryptPartnerPassword(EncryptionUtil.java:199) - last block incomplete in decryption
