Unable To Share Existing Email With Sales Cloud

Information in this document applies to any platform.
When attempting to share email to Oracle Sales Cloud application, from Sales Cloud for Outlook ,
the following error occurs.
This record is read-only, based on the rules established by your administrator
Users with Sales Representative role using Outlook
1. User 1 sends an email to User 2 as unshared, sync
2. User 2 shares the email, sync. It should be successful.
3. User 1 sends an email to User 2, share and sync.
4. User 2 sync, opens the email and get read only message.
